Talents under the age of 21 & considered home-grown will be exempt.
So this means only academy players who already have homegrown status will only able to be loaned out?
If Chelsea for instance sign a foreign 18 yo talent he isn’t homegrown yet and therefore can’t be loaned out?
Italian clubs immediately spring to mind, they (some of them) will be hit relatively hard by this I fear as they loan (in and out) a lot of player over 21 yo, if this ends up going through in Serie A.

Yeah you’d think so but in the end they didn’t gel that well though unfortunately.
The Brolin/Larsson/Limpar generation if you can call them that, did better in that regard:

Sadly we had two coaches in Tommy Söderström and Lars Lagerbäck. The latter of them eventually took over on his own and was the tactician of the two. He got us to almost all World Cups and Euros (which he deserves immense credit for though). He did wonders with Iceland later too. Lagerbäck is however a defensive coach and failed time and again to field the most creative and best team in the playoffs.
He often insisted in choosing defensive players like Daniel “sideway-pass” Andersson in central midfield and he didn’t give Ibrahimovic nearly enough chances early on. He also stuck with Isaksson in goal, which IMO was a poor choice in the long run.
Ljungberg and Ibrahimovic sadly didn’t get along at all.

Inclusion of Spina is bizarre too. His Euros was really strong and he performed really well for Roma. But I’d say that Cancelo at LB would even make more sense.
Imagine rewarding people like Bonucci for international achievements and then leaving Messi out who was still better than Mbappe last year.
