Maybe the current crop of players in the Football League aren’t considered to be of a great vintage and many clubs are looking elsewhere for new signings. If that was the case then a bottoming PL club like Villa could end up signing “one of the most coveted players”.
Saying he’s “most” coveted means it’s a relative statement comparing how coveted he is to other players, if the general standard is poor and bigger teams are looking abroad or within the top flight for transfer targets, then he could easily be one of the most coveted and “only” end up at a crap PL side.
Journalists don’t write the tweets. The Telegraph will have a social media editor. They’ll be an internet expert rather than a writer. It doesn’t say coveted in the article.

I don’t actually think it’s a misuse of the word anyway to be fair. Coveted means “desired”. Not “desired by the best”. He has been wanted by more than one team. Doesn’t matter the level of those teams.
