It’s unlikely Guardiola had heard of Man City when he was a player because they were playing in the Championship.
He was the best manager in Europe, so when he took them over and was told spend whatever it takes to win the CL he must have known what was going on, because everyone else did.

Pep has known Txiki Begiristain for 35 years ever since he first broke into the team at Barcelona, Ferran Soriano since at least 2003 when he became a director at Barcelona. Those guys took their jobs at City precisely because it was an opportunity to build a new sporting project with nearly unlimited resources. That they would find a way around FFP rules was a built in assumption from the beginning, its what made the opportunity attractive. And I’m sure that Pep had conversations with them from the start as they were all friends and clearly their intention was to bring Pep to City the entire time.
