England are actually blessed in the striker department. Vardy is running riot from spot kick situations, rather than from open play.
Saying that, Vardy’s ability to win a penalty is unmatched in the world football. He’s a genius at running into the path of a defender and then feeling the contact.

And play second fiddle for Kane, what would be the point?
He’s at that age where preserving his league playing career is his priority especially since he’d be barely used when it really counts.
Kane is an injury waiting to happen all season round tbh. But it makes sense Vardy prioritising his league longevity.
Managers like Southgate rarely mix it up anyway with their line up. Sterling, Vardy, Sancho would be a hell of a counter attacking trio.
