the only reason that I could think of, is to show even City would only bid 90m on Rice.

So they lodged a formal bid for a player they don’t want? What happens if Rice decides he does want to play for City and for whatever reason WHU feel better about selling to City? Do City send a follow up letter saying “Actually that bid wasn’t a real bid, sorry.”
I was responding to @Sol, saying how City/Pep was helping us by placing a bid.
They don’t need to retrieve the bid (rejected by WH anyway), as long as we are bidding more, and City doesn’t place any bid, that would be it.
By doing this, is to cement the fact that, no team is willing to, going to pay 100m or more, even the rich City.
Probably that’s why United back off from Mount, and Chelsea not yet bid on Caicedo.
These selling teams are just insane to ask for crazy money, money that way much than player’s value.
