What does this mean, hes buying out his own contract for $35m?
It means he has an option in his contract for another year, so if he opts in he is choosing to activate that year. E.g. he might have a 4 year deal and the last year is an option, he can choose to opt in and have the 4 years or opt out and be a free agent after only 3 years.
The $$ figure is just how much he is getting paid in that year.

This is a really complicated part of the NBA salary cap.
Basically there is a ‘soft’ salary cap and teams can go over this to re-sign players that have been with them for a certain amount of time. But they can’t sign new players and go over this soft cap.
However, teams that are already over the cap can acquire players via trade. Most of the good teams are over the cap.
So basically by opting in to a deal at that salary, he is making himself a better and more likely option from a salary POV for a good team to trade for him.
