It might be that he just doesn’t like it at Arsenal and would be happier being a regular starter at a smaller club. He may well do okay at Brighton but that doesn’t mean he could have worked at Arsenal if he’d stayed.
I was being cheeky tbf, and honestly I’d be more than shocked if they really want him and are willing to pay anything significant.

I am only here as ESR and Martinelli Defence League, with a smattering of Mudryk abuse. It’s a full time role but there is the option of working from home.

Another loan, but in fairness, I think it is good to get the unwanted guys away from the club. Let the players that are there concentrate on the job at hand without any distractions
If somebody else covers his salary, that’s still a couple of mil saved on wages.

Not as bad move for him, he’ll be a standout in that Luton team.
£17m for this guy? Let’s hope the loan goes well to convince some team to spend at least half that on him next summer.
