If there was running backwards, running sideways, running with little hops or other variants, Bolt would be up there, too. The swimmers just have so much more opportunity to win medals.
Theres the 100, 200, 400 and relays Bolt could enter if he so wished. They’re all different disciplines and not necessarily suited to the same athlete. Similarly so in swimming which is why he has no backstroke medals for instance.
I just find it both amusing and puzzling how there are so many regulated variants of crossing distance in the wet.
Similarly amusing are those endless weight classes in weightlifting. How many are there for men, 8? Thats like having extra basketball for small people or chess for idiots. 
Fair enough and I’m not necessarily disagreeing but the comparison with running then is an odd one…100, 200, 400, 800, 1500, 3000, 5000, 10000, relays, hurdles, steeplechase…its pretty much the exact same. 
No, because the different distances and relays are there in swimming, too. In addition, there are the different styles: backstroke, breaststroke, butterfly, freestyle and even medleys of those. That’s why I said it’s like running sideways, backwards, and so on.
Phelps has competed in 2 butterfly events, 2 medley events, 1 backstroke and 1 freestyle event. That’s 6 events even without relays. Theoretically, you could even add one more backstroke and freestyle distance each, and 2 breaststroke for a total of 10 individual events over 100 and 200m. As a sprinter, you can do 100m and 200m realistically, everything else requires a different muscle setup. Maybe 400m as well, but that is still not one third of the events you could participate in as a swimmer.
This is not to diminish Phelps achievements in any way, just saying swimmers have by far the most opportunities to win medals.
I’d genuinely watch the Olympics if running backwards was a comp. Backwards hurdles would be carnage.
