Well it was also the only time they tried a non fictitious setting. I get the feeling Rockstar would prefer to create their own city, rather than replicate something that already exists.
There is a San Andreas, but as far as I am aware it bares very little resemblance to the actual place.

They barely create their own cities, every map they’ve made is a very close replication of a city that exists. Liberty City/NYC, Los Santos/Los Angeles, San Fierro/San Francisco, Las Venturs/Las Vegas and Vice City/Miami. Liberty City particularly really is just NYC by a different name.

Maybe there is a website which details just how similar they are, because to me a few landmarks doesn’t make a replica.

You’ve literally got the Santa Monica boardwalk, the Hollywood Hills AND Hollywood sign, as well as iconic roads like Rodeo drive in Los Santos and loads more including the port etc.
Not to mention the fucking Statue of Liberty in Liberty City hahaha

Broker/Brooklyn
Dukes/Queens
Bohan/The Bronx
Algonquin/Manhattan
Alderney/New Jersey
There’s also an area with a boardwalk, fair ground etc that is clearly a stand in for Staten Island.
Sure, it is not a 1 for 1 replication of NYC. Some things are missing (I don’t believe there’s a stadium in Liberty City, there aren’t as many bridges, there are fewer airports etc), some areas are scaled down or scaled up, the streeet configuration is not identical to NYC, but it is quite clearly their attempt to recreate NYC pretty faithfully. It’s so far from being “just a few landmarks”.
You’d either have to have little familiarity with NYC, little familiarity with the games in question or have decided to be intentionally obtuse to not see this.

They haven’t just scanned a city, and then put it into their game.

It depends on the generation.
The PS2 games settings were pretty different.
But 4 and 5 and seemingly 6 will be pretty realistic.
