I appreciate you trying to find some tactical counter for long throws but that just means the team will use more time to analyze opponent positioning and decide whether they want to go long or short (or in case of corners, try to reset how opponent is setting based on initial Arsenal actions and then resetting it all) - tit for tat, tet for tit, tot for tet - the tactical cycle continues and more delays.
This doesn’t fix excessive time spent on long throw. It is simply a tactical switch to deal with long throws or corners. The setpiece or throw taker has no incentive to spend less time.
This remains a matter of policing and if the teams continue to waste time on corners and long throws, I see no reason why regulations shouldn’t come in.

I think that image is a red herring, like when Ben White tugged on the keepers glove. He let go and the Keeper clearly got to the ball but miss-punched it. Keeper mistake/error rather than the arm tug before the ball arrived lead to the goal.
Why should either be allowed?
You can make an excuse for all the jostling in the box for corners but what justification is there to hold keeper’s arms? What scenario is it reasonably needed?
I would chalk out the corner if an opponent grabs the keeper’s hands no matter how soon it happened
Think teams taking a bit of time at corners was always a thing(to take a breather, let their defenders come forward), but is now getting highlighted only because corners are now in the spotlight due to so many goals being scored from them.
If teams want to stop conceding so many goals from corners, may be stop playing in such a robotically organised fashion and stop conceding so many corners?
Regardless, are we really okay with majority of gametime being consumed for simply readying a setpiece?
Are you never going to complain about time wasting if Arsenal is ever chasing a game and the opponent spends 50 seconds for every throw?
But time wasting and shit housing is already part of the game? Everyone wants their club when winning in the final minute to run the ball in to the corner.

Let’s cut to the chase. I just find the premise of complaint interesting given its leading to goals. Is for example the possession based pass the opponent to death but don’t shoot style of play more interesting because it’s open play? It’s not.
It is still something the opponent can counter. They can press and tackle and deal with possession football.
As @SDGooner said, opponent’s have “figured it out”.
Opponents can do jackshit when a player is taking 10 seconds to dry the ball and another 10 seconds to gain a yard for the long throw and another 10 seconds to wait for his teammates to line up.
