Yes, it is on purpose. It is typically more beneficial to be in the same vicinity to provide more options/reasons for customers to come to a certain section of the city.
You would see the same phenomenon with shops that provide very specific services like jewellery.

Customers don’t have to run around from one corner to another if they don’t find something of their liking. When you remove that friction by being closer to each other, customers can shop around without worrying about wasting time.

They put these things in large industrial areas where land is relatively cheap. They give no fucks about the convenience of their shoppers.

They do so to increase footfall, not for convenience so you are partly right.
