Itās definitely not. Marotta is CEO for Inter these days, but heās one of the example that proves that a proper sporting/technical director can change the fortunes of a club.
Which Inter transfer has been noteworthy for you to make that claim?
I look at those signings and I see nothing in there that the previous system(of manager & scouts) wouldnāt have achieved.

What about changing the directory of both Juventus and Inter after he came in at both clubs? Inter fell of a cliff after the CL victory basically until he stepped in. He has a reputation of finding cheap and/or transfer fees players (value in the market) and build from there.
Sporting directors can definitely make a huge difference.
Marotta is the guy who built that dominant Juventus team and the one that made 2 CL finals under Allegri.
He then came and reversed the fortunes of Inter who had spent years being a nothing club. He rebuilt the squad, made a series of very successful managerial hires and helped a club that had to sell stars every year still remain competitive.
Edu - Now you have more time for them barbecues.
