Why would anyone pay ABOVE the release clause lol?
If you pay it he’s yours to negotiate with him, that club can’t do anything after that. That’s the point of a RELEASE clause.
You can either negotiate to pay below the clause if the club agrees to it or you pay it and he’s yours. Paying above would literally be giving them tip money.

Those tweets about RB demanding 80-90M are obviously made up, or his release clause is made up, both can’t can’t be true. 
Btw the german tweet above your post says RB are open for other payment structures and aren’t going to hold onto the €80M release clause, obviously meaning you can get him for less. Or maybe you can spread the payment, there are clauses you have to pay up front.
Clubs often pay above the clause in order to spread the payments over a longer period of time. Its mainly a cash flow issue as paying 80m euro in one lump sum may be pragmatically difficult, you only have so much cash reserve on hand and if you need to borrow just to make a payment there are going to be costs associated with that. And even if you pay a bit more to spread the payments out then you could end up saving money on an inflation-adjusted basis.
