He took Liverpool from being a great European club to mediocrity and did nothing at Southampton, Blackburn or Newcastle.
His only success was at Rangers, where he spent record amounts on buying most of the England team to play in the Scottish league.
Wenger was one of the most innovative and successful managers in the PL, so for someone as limited as Souness to call him lucky and not a football man just shows his ignorance.

Think Arsene is saying that there should be some form of financial fair play(referring to when there was none & clubs like Chelsea misused it) but it shouldn’t be so convoluted that there are 115 charges on Manchester City.
Considering how easily City is able to challenge these rules, there may be some sense in keeping them straightforward so they can’t be challenged easily and it shouldn’t have as many loopholes.
