If I could take a guess, Arteta was too scared change the game in case Leicester got back into the game, which they were close to twice.

Not ideal. Shows lack of faith to the players on the bench.
He specifically mentioned the subs would be essential before the game because of the heat and he didnā€™t really apply that.
