This is where we (English clubs) may have suffered this window. Sometimes players only move after a situation like this ends up with relations between player and club becoming toxic enough that a club is convinced they’re better off losing the player that they were previously adamant was not for sale, and that breakdown of relations may only reach that point towards the end of the window.
You can still bid for players in FM outside the transfer windows they just don’t sign untill it reopens. Can you do that in real life?! haha

He signed for Roma according to l’équipe.
Would have made perfect sense to bring him in for the simple fact that Elneny is the only experienced and defensively competent CM to partner Torreira we have right now.
Emery likes to keep a solid foundation before pushing forward and he’s the right type with a more mobile and well-rounded Torreira.
Another area we ought to have strengthened just that bit more (albeit nowhere near top of our priorities).
He costed them 26,5 mil. Not too much for a club like us
