I wonder if clubs would ever go to a player in Kiwior’s position and say “Look, you can either take a move or not play for 12 months, we don’t really care.”
Kiwior will understandably want the best move possible and with clubs like Milan rumored to be interested its no surprise he doesn’t want Bologna.
I don’t think the two moves are dependent on each other strictly. All the rumors are that we are offering cash and haggling over the fee/terms, not that we only offered a player exchange.

Kiwiors position is he played 30 games last season so i doubt it.
Why would Kiwior want to make that move? Not surprising at all.
But with Calafiori joining and Timber presumably being fit at some point soonish, it’s easy to see Kiwior getting marginalised. I think the club could credibly threaten him with next to no game time in the upcoming season and follow through on that (not to say that I think they will do that). Not sure him playing 30 times last season means much for the upcoming season.
I would say “threaten” is on the strong side.
I assume good football managers speak to every member of the seniors about their squad role in the coming season and discuss what aspects of training and tactics they need to concentrate on along with general targets for the season. I would hope that Arteta and his coaching staff are in the process of doing those reviews with the players. Some will be told that they are being moved on.
To clarify, I used the word threaten because Josh said “Look, you can either take a move or not play for 12 months, we don’t really care.”, which would be a veiled threat.
I don’t personally think Arteta or anyone else would be making threats, I agree that the conversation would likely be handled a bit differently.

Tbf, I get why Kiwior isn’t going to Bologna. Sure, they made it next year’s CL but everything points to them significantly dropping next season.
Motta is gone, Zirkzee gone, Calafiori will go, the rest of Serie A is attacking the market quite aggressively.
Kiwior ain’t some bum either that has to settle for Bologna. Most top clubs in Italy have been monitoring him before he came here, he’ll have offers from better clubs.
Awesome, now let’s get to work on a midfielder and a winger/forward.
