From the left,
Armstrong, Rice, Court, Gould, Graham, Neil, Ure, Furnell?, Wilson, Radford, Sammels, Simpson, McKlintock, ?, Storey, McNab.
I used to have loads of football magazines and Arsenal annuals so I recognise most of the players from then and I think they’re right.

I’m guessing a couple of seasons before we won the double because Charlie George isn’t in the picture, so around 1969.
It is Highbury.
You can tell by the floodlights on the roof of the stand.
