The deal won’t be completed until West Ham and Arsenal come to a full agreement. Neither will jump the gun of announcing the deal or we book medicals before the deal is finalized.
It’s a pretty big deal that involves a lot of money. While the expectation is that it will be finalized, things could still break down.

Yups, I also believe the delay is because the deal isn’t finalized yet. There is also a possibility that it falls through. In which case, Declan Rice will stay at WHU for an extra year and then he’s free to go wherever he wants. Unless Man City re-enter the race for him 
However, that’s all worst case scenario speak. I think he’ll be an Arsenal player before the US trip starts.
