They can probably pay cash, the same way they pay the FA to stop poking their nose in about FFP.
With the sort of money involved, I doubt business hours apply in a deal like this.

I’m not sure about that logic. Because City can trump any bid we make by another £5-10m. Even if we ended up matching their first bid, they’ll then just go higher
