Exactly, end result the same just takes a little longer to get there now.
People can pick and choose which bits interest them but the 150k population of Curacao will be having a fucking ball for the 10 days or so they are involved.

But what about the poor Hondurans and Surinamese? We should have a full summer 96 team World Cup so they can enjoy it too.
Italy might even find a way back then.

Rugby has a 24 team world cup and rugby is not a huge sport for many countries. I see the expanded world cup for football as very similar to that in terms of the ratio of countries that actually play the sport seriously.
Obviously watching Curacao or Cape Verde play isn’t exciting to everyone but it will be for people from those places.
I can see Cape Verde causing France an upset.
